Another version of the post WWII style of National finger pick. Notice how the 3 gets a flat top. The numbers and letters show almost no irregularities like the earlier "oval 8" and the circles in the 8 are perfectly round. It is becoming more common to see this style being sold in auctions by unscrupulous or unknowing sellers as a pre-war pick. Possibly pre-Vietnam war, but according to several veteran pickers, this style was available in music shops in the 1960's.
